Tie Breaking Vote
US Vice President Dick Cheney (C) arrives at the Senate Chambers after cutting short a Middle East visit to be on hand in case he was required to cast a tie-breaking vote as President of the Senate. Despite giving up the cool trip, Cheney did not end up voting on the bill.
